The Urban-Flow project has officially launched, bringing together a diverse European consortium committed to supporting cities in balancing public space and mobility as part of the transition towards climate-neutral, liveable urban environments.
The four-year, €17 million Horizon Europe project kicked off in January 2026 in Valencia, marking the start of a collaborative effort to help cities turn long-term climate ambitions into concrete, neighbourhood-level action.
Urban-Flow contributes to the EU Cities Mission by supporting cities on their path to climate neutrality through smarter public space management and sustainable mobility. By addressing these high-impact areas, the project helps reduce emissions while improving accessibility, safety, and urban liveability.
The project will be implemented with pilot cities Valencia, Florence, and Tampere, and supported by follower cities Brussels, Plzeň, and Edinburgh to enable replication and scale-up across Europe. Central to Urban-Flow are local digital twins, which allow cities to test scenarios and prioritise investments, alongside City Living Labs that engage policymakers, citizens, and local stakeholders in co-creating effective, locally grounded solutions.
The Role of Digital for Planet in Urban-Flow
As a partner in the Urban-Flow consortium, Digital for Planet plays a central role in ensuring the project’s impact extends beyond individual pilot cities.
D4P leads the project’s communication, dissemination and networking activities, making sure that insights, tools, and lessons learned are shared clearly and effectively with a wide range of audiences. Digital for Planet also contributes to key technical and strategic workstreams, including the development of the Local Digital Twin and Data Management foundation, as well as activities related to scale-up and replication.
Through this work, D4P helps bridge innovation, policy and practice, supporting cities not only to experiment, but to learn from each other and move faster together.
A Strong and Diverse European Consortium
Urban-Flow is coordinated by The Lisbon Council and brings together a wide-ranging consortium spanning research organisations, universities, industry, SMEs, cities, non-profits, and European innovation networks. This cross-sector collaboration ensures that technical innovation, policy relevance, and on-the-ground implementation evolve hand in hand throughout the project.
